TSPC Produces Compendium on Recommendations to Kyrgyz Republic from United Nations Bodies for Training with Government Ministries and NGOs

TSPC Deputy Director Michelle Leighton and AUCA faculty affiliate Gulnaz Naamatova produced the first extensive Compendium on Recommendations for the Kyrgyz Republic from United Nations Human Rights Council, Treaty Bodies, and Special Procedures for a dialogue among government policy-makers in Kyrgyzstan, international experts and NGOs in Bishkek, April 24-26th, with support from the Office of the High Commissioner for Human Rights for the Central Asian Region and the European Union project on civil society.  

Over the past decade, the U.N. Human Rights Council, its Special Rapporteurs, and various Treaty Bodies have called upon Kyrgyzstan to improve the rule of law by complying with human rights standards. These bodies recommended specific actions that the Kyrgyz Republic should take to better respect, protect and fulfill human rights pursuant to its treaty obligations.  In order to improve Kyrgyzstan's processes of incorporating human rights standards into its national planning for development, the United Nations Office of the High Commissioner for Human Rights and UNDP RO for Europe convened a CIS Seminar on Strengthening National Implementation of Recommendations from UN Human Rights Mechanisms (Treaty Bodies, Special Procedures and the UPR) from April 24-26, 2012 in Bishkek with representatives of the Kyrgyz Republic and officials, experts, and NGOs from CIS countries and Europe on improving the Kyrgyz government's implementation of rule of law and human rights standards.  The OHCHR presented the new Compendium on Recommendations for the Kyrgyz Republic from United Nations Human Rights Council, Treaty Bodies, and Special Procedures in the training seminar and intends to use it as a platform for continued dialogue with Kyrgyz government agencies in their reforms to the National Plan of Action. 

The Compendium is unique in that it provides a compilation of all recommendations by UN human rights bodies on the actions that the Kyrgyz Republic should undertake to comply with its human rights obligations--these are clustered in categories of rights as specifically recommended by State parties under the U.N. Human Rights Council Universal Periodic Review (UPR) process, by Special Rapporteurs completing missions to Kyrgyzstan, the Concluding Observations of various Treaty Bodies to which Kyrgyzstan is a party, and the decisions of the Human Rights Committee in cases brought under the First Optional Protocol to the International Covenant on Civil and Political Rights (ICCPR). It also includes the recommendations given by the Kyrgyz Inquiry Commission which investigated events in southern Kyrgyzstanin June 2010, as well as those in the Report of the United Nations High Commissioner for Human Rights on technical assistance and cooperation on human rights for Kyrgyzstan.
