European Union supports two training for Judges and Prosecutors: building the capacities for effective investigating and prosecuting cases of torture

Between 20 and 23 May and 01 and 04 June 2015, within the framework of the implementation of the European Union- funded project “Strengthening the fight against torture and impunity in Kyrgyzstan: Prevention, Accountability, Remedy and Reparation”, the Ludwig Boltzman Institute for Human Rights (BIM) and the Tian Shan Policy Center (TSPC) of the American University of Central Asia have co-organized two training of trainers for judges and prosecutors of the Kyrgyz Republic to strengthen the capacities in investigating allegations of torture and prosecuting those responsible for such violations.

The two training of trainers, which are implemented in cooperation with the Office of the General Prosecutor, the Ministry of Justice, the United Nations Regional Office of the High Commissioner for Human Rights for Central Asia (OHCHR ROCA), the Organization for Security and Cooperation in Europe (OSCE), UN Women, and civil society organizations, aim at providing in depth technical knowledge on international standards and best practices to 50 representatives of the Kyrgyz Institutions who will subsequently share the acquired knowledge to the other members of the Justice system in Kyrgyzstan. Such approach aims at consolidating messages from experts and international organizations and, at the same time, maximizing the use of resources.          

The training also built on the achievements of the previous activities implemented under the EU-funded project. In particular, the first training contributed to the continuous support for the empowerment of the National Center on Prevention of Torture in fulfilling its mandate and further strengthen the capacity of the judiciary by directly training judges and prosecutors on torture prevention standards based on the know-how acquired in the previous activities of the project.
